In the 1960s, Pittsburgh, like many other cities in the United States, was segregated by race. But Black people were not the only ones in Pittsburgh who suffered from a lack of ambulance care. Freedom House Ambulance Service of Pittsburgh, Pennsylvania launched and advanced the first modern ambulance service in the country from 1967-1975. The Saint Paul EMS Academy aspires to continue the Freedom House tradition to provide opportunities for all individuals, advance the emergency medical services profession, and include providers of diverse ethnicity, cultures and language abilities.

Freedom House Ambulance Service was the first emergency medical service in the United States to be staffed by paramedics with medical training beyond basic first aid. Founded in 1967 to serve the predominantly black Hill District of Pittsburgh, Pennsylvania, the majority of its staff were African-American.

The Freedom House Ambulance Service became a model service across the U.S. and internationally. Freedom House was awarded a major grant to develop the first national standards for paramedics.
